Contexte

RATP DEV, a subsidiary of the RATP Group, ensures the operation and maintenance of urban and interurban transport networks in 14 countries through over 110 subsidiaries.

RATP DEV is currently making an offer for the Cairo Line 3 metro (19 stations, 47 trains, 23km line, over 1100 employees) and is looking for its Financial & Commercial Director.

Missions

The Financial & Commercial Director will ensure the financial functioning of the company, including all financial management and reporting, accounting, treasury and taxes. He will be responsible for Contract Management, legal, IT, Purchasing and Audit. This person is part of the Executive Committee of the Company that will operate the Cairo Line 3.

Responsabilités et activités

- Set up and manage the Finance department and provide clear leadership and direction;
- Establish the accounting and control functions to ensure that ‘best in class' processes are implemented and sustained;
- Is accountable for the Contract Management and preparation for follow-up negotiations;
- Ensure that the purchasing practices are compliant with group policies and support the company organisation with the purchasing process;
- Monitor the operation, improvements and upgrades of company IT systems;
- Define, set-up an optimised Fare Collection process, implement it and operate it on daily basis;
- Create a positive relationship with the auditing team;
- Ensure monthly, quarterly and year-end reporting procedures are in place and operating effectively;
- Own the budget process and associated guidelines ;
- Negotiate finance plans and budgets, as well as variation orders with the Client;
- Ensure daily operations meet the performance level of the O&M contract agreement;
- Provide the Managing Director and other members of the executive management team with financial forecasts and pro-active analysis to enhance performance and improve commercial outcomes;
- Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs;
- Implement the Compliance process in line with French shareholder requirements and law;
- Identify, implement and oversee the appropriate level of internal control.

Expériences et compétences requises

- At least 15 years' experience as a Finance Director;
- MBA in Finance, Certified Public Accountant or Certified Management Accountant preference;
- A history of building trust with operational managers at all levels through active engagement and positive, business focused interactions;
- Demonstrates strong experience in working collaboratively and cross-functionally;
- Excellent communication and negotiation skills as well as relationship;
- Demonstrates a high degree of analytical skills and the ability to be both structured and flexible;
- Fluent Arabic and English. French is a plus.
