Asset Management Lead F-M
Contexte

Working in partnership with the NSW Government, the Parklife Metro consortium is working on an exciting new metro rail infrastructure project in Greater Western Sydney.
Comprising, Plenary, RATP Dev, Siemens and Webuild, the private sector partners are looking to build their metro rail expertise to deliver this city-shaping project, which will be delivered under a Public Private Partnership model and will provide a major economic stimulus for western Sydney.
RATP Dev as the O&M Contractor will be responsible for the successful delivery of the operations and maintenance elements of the project and we are currently looking to appoint an experienced Asset Management Lead to work within the O&M Contractor team
The Asset Management Lead will ensure that the systems delivered by D&C will fit with the O&M solution during the D&C phase with an adequate balance between system performance / life cycle cost included the safety related topics.
Missions
You will be responsible for the delivery of the critical systems like Asset Information System, Service Payment Monitoring System, Security Operating Center
Due to the presence of the Operator within the D&C process, the Asset Management Lead will be one of the key actors of the Project Integration Office, decision making organization/process to arbitrate the key issues between D&C and O&M. Finally, it will have the responsibility to select and mobilize the different subcontractors for the trial operation
° General
- Support the processes (Safety and Security) defined by the HSEQ Director
- Support the risk management
- Contribute to the management plan production
- Contribute to the configuration management
- Control and monitor the budget/quality assurance
- Report the progress on these different activities on the weekly and monthly basic.
° Safety
- Control and monitor the requirements management with D&C
- Contribute to the Verification and Validation process (gate reviews, production, milestones, evidences…) defined by D&C
- Review and assess the Sub-System Hazard Identification (SSHI) Sub-System Hazard Analysis (SSHA) Sub-System Failure Mode and Effect Analysis (FMEA)
- Review and assess the exported constraints to the operator
° Human Factor
- Contribute to the human factor process
- Contribute to ergonomic with assistance from the SME (operation, maintenance)
- Interact with the Independent Certifier if needed
° Design and Construction
- Review the Design Packages provided by D&C and report any issue related to safety, O&M organisation, life cycle…
- Control and monitor the asset data register
- Control and monitor the Life Cycle Cost
- Assess the development of the RAM studies and KPI simulation
- Review the outcomes of the RAM reports with focus on System Failure performance, MTBF (asset performance) and MTTR (Time to Restore the function/Service)
- Contribute for the SPMS development (functional) and Operation simulation in term of data entries, format, interfaces and source of truth
- Review, control and challenge the methodology used and reports for spare parts calculation (focus on lead time, repair time, stockout percentage)
- Review, control and challenge the methodology used and reports for tools calculation
- Review and assess the performance demonstration methodology
- Review and assess the FIW Design documents, FIW Asset Information System, FIW O&M Documentation and FIW asset handover
- Review and assess the O&M Documentation developed by D&C
° O&M tools
- Define the asset database structure to be provided by D&C
- Develop and validate the specifications of the O&M tools
- Manage the technical interfaces with the D&C and the client
- Implement the O&M tools in accordance with the project schedule
- Follow the security guideline to implement the O&M tools in accordance the PS-07
Responsabilités et activités
° Security
- Develop and validate the specification in accordance to the PS-07
- Manage the interfaces with D&C and the Services Contractors
- Implement the Security Identity Access Management and Network Intrusion Detection Systems in accordance with the hardware and software configuration
- Develop the Security documentation for the O&M phase
- Finalize the contract with the Managed Security Services Provider
- Mobilize the Managed Security Services Provider at the appropriate timing.to be ready for the trial operation.
° Project Integration Office
- Contribute to the development of the PIO Management Plan
- Manage the working group dedicated to Operation and Asset Management
- Contribute with the other working groups
- Follow-up the change process regarding t'he GS/PS requirements
- Report any important issues between D&C and O&M for arbitration
- Involve in the decision-making process with the provision of the O&M evidences for arbitration
- Record and assess any change/evidence due to arbitration's decision for traceability.
° Subcontractors
- Develop the different technical RFP for the subcontracted activities
- Follow the selection of the most relevant subcontractor in accordance to the technical criterias
- Procure the relevant subcontractor in accordance to the GS/PS and Performance
- Mobilize and follow-up the ramp-up of the subcontractors
- Follow the documentation development by the subcontractors

Expériences et compétences requises
- Diploma / Degree in Engineering or B.Sc./M.Sc. with Physics / Electronics/ Power Supply / Computer Science
- English language (Fluent)
- Minimum 15 years in Railway environment with automated metro experience
° Essential - Experience in :
- Automated Railway System (Grade of Automation 4)
- System Integration
- RAMS processes and assessments, and assurance processes including hazard analysis, verification and validation
° Highly Desirable - Experience in
- Safety Analysis and Assurance
- Security
- Quality Assurance
- ISO 50216 & T MU AM 00002 GU and other annexures, legislation, standards and guidance, processes and practices related to safety management for major rail infrastructure projects
- ONRSA major project regulation (RIM and RSO accreditations)
- Well-developed written and oral communication skills in English
- Quality conscious
- Must be able to work under pressure and meet strict deadlines
- Must be able to work with EUR time zone occasionally
