About the job

The IT Director is responsible for the implementation and management of Information Technology solutions and processes that will be necessary for the efficient delivery of daily activities and services.
S/He reports to the RATP DEV Chief Financial Officer and functionally to the RATP Dev IT Director Middle East (based in Dubai).

Organization and Strategy
• As IT representative of the RATP DEV perimeter, s/he assists the CIO Group in the definition and validation of guidelines and developments of the company;
• Develop and implement IT-related plans and procedures;
• Ensure that robust contingency, risk management, and business continuity plans are in place for RATP Dev RATP DEV IT services and that these are coordinated with the Group business continuity plans;
• Anticipate the necessary changes according to the strategy and controls associated costs;
• Participate to a call of tenders on her/his area and coordinates with the bid team for all IT matters.

Budget and costs
• Arbitrage of the IT system department resources at the level of the subsidiary (studies, resources, investment, budget, etc.);
• Manage the contractual relationship of the IT department and represent the customer (direction, project manager and user) to the different services and levels of IT system department including its external providers, and the local subsidiary IT teams;
• Defines the investments according to the technological steps wanted;
• Implement the IS Group sourcing policy;
• Organize, animate and deal with consultations and exchanges between the management of the subsidiary and the IS managers (Group and subsidiaries).

• Plan and manage the end-to-end project delivery of implementing new IT services/systems and transition into Business as Usual (BAU).
• Develop and deliver all the required documentation and plans for RATP DEV IT systems, including but not limited to, IT system processes, work instructions, SOPs etc.
• RATP DEV IT representative for regular meetings with client, stakeholders and external parties to ensure smooth transition of IT Systems into regular operations.
• Full ownership to ensure that Cyber Security related Risks, Controls & Mitigations are embedded in Integrated Management System (IMS) and RATP DEV IT information/data is protected from internal and external Threats either deliberate or accidental.
• Provide project management and event resolution or escalation as per RATP DEV procedures.
• Successful transition of IT services into delivery, utilizing ITIL/ ISO best practices, ISO27001 procedures and EN50128 software assurance requirements.
• Develop & Implement RATP DEV Data security and recovery policy and procedures.
• Provide/support Rail IT systems' Trainings for RATP DEV staff.
• Coordinate IT systems and software configuration change management.
• Provide expertise in IT systems' design, maintenance and asset management review processes.


Knowledge and Skills
• Understanding of IT infrastructure/Systems including but not limited to Platforms, Storage, Application servers, Web servers, SQL Server, Network Routing, Switching, Security applications.
• Familiarization with software/Applications including but not limited to ERP, Database, Kronos, Sage X3, SharePoint, Maximo, MS O365.
• Good understanding of key safety issues related to IT systems in Rail operations and maintenance.
• Demonstrable knowledge of IT and software system assurance including Cyber Security, Software Licenses, Disaster recovery and IT Security.

Other requirements for the role

• At least 8 years' experience as an IT domain manager
• Fluency in English, French is a plus;
• Managing and supporting systems integration projects.
• Managing and supporting controls networks, infrastructure, and IT systems.
• Managing process control applications, supporting software and databases, support, and ongoing process improvement efforts.
• Developing and managing project plans, departmental and project budgets, and requests for capital.
• Selection and deployment of hardware, including Virtual Servers, UNIX/LINUX Servers and Windows Servers
• Managing complex projects involving :
o Managing Client, Vendors and Stakeholders
o Hardware/Software procurement
o Staff hiring/Team building
o Subcontractor installations supervision
• SLA management
• Technical documents writing
• A history of building trust with operational managers at all levels through active engagement and positive, business focused interactions. Demonstrates strong experience in working collaboratively and cross-functionally;
• Excellent communication and negotiation skills as well as relationship management skills, ideally gained in a multi-lingual, international environment and contractual experience;
• Demonstrates a high degree of analytical skills and the ability to be both structured and flexible;
• Strong interpersonal skills allowing him to successfully develop and lead the IT function;
• Experience in project management (certification is a plus).
