THE MANILLA NSCR PROJECT

 

The Filipino government (Department of Transport) has launched the construction of a 150km suburban train line with 35 stations in Manila and is looking for an international operator to operate the line for the next 22 years. The procurement is under way and the winning consortium will be announced in 2026 with a contract mobilization start by December this year. The first years of the concession will be composed of 1 year of mobilization, one year of partial operation on 7 stations, and 3 years of phase 2 of partial operation with staged openings of the line.

RATP Dev is tendering the project with JR East and First Balfour, a local Filipino EPC contractor as minority shareholders.

 

JOB OVERVIEW

 

The Asset Manager for Maintenance will be a key figure in integrating RATP Dev’s established maintenance processes into the new Manila NSCR project. Reporting to the Asset Management Director, this role will act as the maintenance "bridgehead" between French standards and the local Japanese and Filipino teams. The successful candidate will coordinate reporting and optimization processes, ensuring that the performance and life cycle of all assets (including track, rolling stock, and signaling) are managed effectively through the Maint’care framework. This position requires an experienced professional who can act as a deputy to the local Maintenance Manager and drive the adoption of best practices.

 

RESPONSIBILITIES

 

  • Coordinate and oversee the asset maintenance strategy in collaboration with all stakeholders.
  • Lead the implementation of French maintenance processes and standards for local teams, serving as the primary technical expert.
  • Manage reporting and optimization processes within the Maint’care framework to ensure asset performance and reliability.
  • Develop and execute asset lifecycle plans, from acquisition to disposal, optimizing the trade-off between CAPEX and OPEX.
  • Establish and monitor Key Performance Indicators (KPIs) for asset performance, preparing comprehensive reports for stakeholders.
  • Serve as the lead asset coordinator for track, rolling stock, signaling, and liaise with the Asset Director and headquarters teams.
  • Interact regularly with constructors and suppliers to ensure O&M requirements are fully understood and met.
  • Work closely with the HSQE, operations, and finance departments to ensure a coordinated approach to asset management.
  • Ensure all maintenance activities comply with relevant regulations, standards, and industry best practices.

Profile

  • 8-10 years of experience in asset management and maintenance, preferably within the public transport sector.
  • Must be a current or former RATP employee with a deep understanding of RATP’s maintenance processes and methodologies.
  • Senior Technician level, with experience acting as a Deputy Maintenance Manager or in a similar leadership capacity.
  • A Master’s degree in Engineering, Asset Management, or a related field is preferred.
  • Strong knowledge of asset management principles, particularly for track, rolling stock, and signaling systems.
  • Familiarity with international regulations and standards in the public transport industry.
  • Proven ability to coordinate cross-functional teams and implement new processes in a multicultural environment.
  • Excellent analytical, communication, and project management skills.
  • Fluency in English is required.
